As there was no quorum the Council had unofficial discussions on a number of items of the Agenda of the day.
When some of the members proposed a motion and the Chair agreed to put it for a vote on a number of items, the president refused to recognize the outcome, as the Council was not meeting officially, every member in the room participated without authority although two of them were not even members of the board but visitors.

They have no voting rights at the meetings of the board as well as they cannot substitute the members of the board in the decision making process of the administration of the organization.
